I bought these on eBay

I did not think I would get them for my minimum big. I asked the seller what PSI they went to and he said 100. Though they only go to 85 psi.
Well I get them today and decided to change the tire I had on my bent. I just bought a new front wheel with a velocity 20” bmx deep v rim. Well the tire that came with it has always been very hard to remove. On the new rim I could not get it off. So I said I have two tires here so I just cut the wire bead and removed it. well only to find when I went to put the tire on it is way too large. It is about the same size as the outside diameter of the tire I just removed. But it does say 20 1 3/8 on it. So what gives? Are there different 20” tires? Should I see about getting a refund?
