Ok, so a while ago I picked up a very unique looking road frame from a lbs, it is a Terrot although made with Peugeot carbolite tubing for 50 bucks (it looked cool and i just had gotten paid). Upon getting it home I noticed something that I never thought to look for. The brake bridge (I believe that's the correct terminology, the piece that connects the seat stays) has a crease on the bottom of it like it's just a piece of metal that had been wrapped and welded in there with a vertical hole going through it (verus as if I wanted to put say, a brake back I'd need a horizontal hole). This being vertical and horizontal with respect to the plane of the seat stays. Is this the mark of previous work having been done on the frame? Is this going to be dangerous to ride? It's still just a frame but I don't want to bother building it up if I'm going to hurt myself on it.
