It's OLD. I'd consider it as a commuter, but I wouldn't want it to go off road with.
As to the size: I'm not going to extrapolate the data from the scale of the outlet covers to the frame to determine the size of the frame. You're on your own there.
The brakes don't look broken to me just disconnected. They're cantilever type.

Lousy pedals, the brakes are disconnected.
A bike that old might need a new bb and center pull cantilever brakes are...just o.k.
It's a better go than a new dept-store bike.
Contact and ask for a better pic of the drive side of the bike and a close-up of the derailler and cluster? Some old stuff like Shimano Deore is pretty good and can still run.
I'd probably say $100, I paid 150 for a 1990 frame, but it is a top level frame, and I got a Mavic rear rim too. A bike with 2 wicked good rims\hub\tires is worth considering.....a new wheel (1) costs that much.
It does not look tooo long, but a high seat tube? 18-20 seat tube, 21-23 inch toptube? I'd guess.
Get more info.
Probably you'ld be better off saving up a few $$ and go newer, though it says 'Hopper' - no big deal -just an old mtb, nothing special.
Probably strong as hell and heavy!
I'd worry about it being a cash pit if the bb or drive components go - and it is harder to find any 7-speed gear anymore (I assume a 21 spd bike.)
I don't know....yes and no.

It looks like an old steel (True Temper) frameset and I would bet it will outlast some of the newer aluminum framesets out there today. I wouldn't hesitate to take it offroad...just have someone with some knowhow look the bike over real good and make adjustments if needed. And contrary to what some people think, cantilevers are just fine as long as they're adjusted properly. And that bike isn't that old. I still ride a Stumpy with a U-brake  .

As old as 86, maybe 87, the 88 says Rockhopper comp on this list. I dunno.

I think i ll try to get something newer, for 100 bux it might be great, but might be a money pit to start off with, and i dont want no hastle first few month especially with me learning to ride bike all over again ; ) been like 8 yrs since i actually rode a bike for real ; ( heh
My first mountain bike was a Rockhopper Comp. I rode it for years, upgraded to V-brakes at one point and raced it for a season. Eventually fixed it up and gave it to a friend who might still be riding it for all I know. I'd guess that the picture is of a base rockhopper from the late 80's. I don't think I'd pay more than $100 for it, but , if it has been well maintained, it will ride better than any department store bike.

It might be a good commuter -no biggie if stolen downtown @ 100$.
But it's not an 'advanced' geometry that I'd put money into making an offroad bike.
It would be a nice second 'city' bike for someone who can wrench, if you are not sure of your level of interest in cycling..maybe go cheap = little to lose on this one.
Or get something good and wicked to ride, I had little idea of how fun a good ride could be until I built mine.
My BIKE got me back into cycling, it's old but really nice.
A good bike will get ridden - a so-so bike, well....garage flotsam.
A newer\ new bike will be way less hassle, old bikes you need to be in the know.
http://www.firstflightbikes.com/atb.htm Info on older worth it mtb's.
Bikes with guys names -Ritchey, Brodie, Klien and Fisher are worth a retrofit.
Check out others -post back what you find. http://www.craigslist.org/ in your area perhaps.
