My brother once owned a folding bike. He was riding down a hill and the clip that holds it open came undone and he got a bit tangled. Is it me or are they a bit dangerous?

Are you sure he tightened everything down first and closed all the catches? I have never had any of mine do that to me.
And if you are riding a non-folding bike that is not properly set up and maintained, you will get tangled, too.

Try downhill on a MTB with a loose wheel QR, and especially if its got disc brakes ;-)

Was this on an older folder?
There is no way my Dahon could come unfolded unless the ringlock AND the latch were opened.
I have an old beater of a Dahon, and I have not had any trouble with it at all - even riding it often (and probably a lot harder than its designers intended). At the end of one ride, I noticed that the bottom latch was not entirely engaged, and even that had not created any problems. I think, as Velogirl implied, it must have been a cade of improper set-up/maintenance.

I was just looking for information in bikes in Japan for a project I'm doing. I need stats regarding how many people ride bikes and what kind, etc. in Japan. If anyone could help me out, that would be awesome. Is there a lot of people riding these "folding bikes"? And also, do a lot of people ride BMX's?
I saw someone wrote that 10% of bikes in Japan are folding bikes, where did you find that info? I have a meeting abotu it tomorrow, and I have hardly any relevant information. Gagh.
