I want to bring them down to the downtube, but there are no mounts. Can I get some, or would I actually have to drill new holes?

Sunrace offers clamp-on down tube shifters. They run about $16 at your LBS. Falcon has a cheaper pair.

So would those be compatible with any type of gear system? Or are they offered for various gearing systems?

Or are they offered for various gearing systems?The typical clamp on stuff is primarily for standard diameter downtubes and friction shifters. Don't know that any were ever made for campy index or suntour index,and the old ones for shimano index that would accept any shimano index lever seem to be long gone....Bottom line...be happy with friction which works with nearly everything.
