If I heard a pro say that, or I read it, I think I would interpret it as meaning poor technique. A poor pedal stroke/spin, poor use of strategy in a busy race, poor posture on the bike, etc.. Of course it all has to do with context how when and to whom he/she said it..

shape is fitness or conditioning.

basically it means even though they are having a **** day, they can still kick the ass of you and me!

It means they are not able to perform as well as they want to, as not as fit as they could be. Nuff said
