Does a new bike have a break in period?-Do the wheel and crank bearings and races have to be broken in to achieve best performance?-Is there any special proceedure or care that should be taken?

New bikes typically come with one free tune up after you have ridden for a while. Usually the control cables loosen up a bit and need to be readjusted on a new bike. Then they stay adjusted for a longer period of time. If you have a free tune up coming, use it. Don't worry about the bearings unless you have a specific problem of some kind.
