so i bought a tandem at a garage sale 8$ i was fixing it up. i took off this thing in the middle of the chain now i cant figure out how it goes back on. the thing has to little plastic wheels.

That's the idler for the timing chain. Without photos, I can't say what's gone wrong, but it should somehow keep tension on the chain that connects the two cranksets.
