Pretty much the goals of the draft Ottawa Cycling plan, except that we have concrete goals. By the year 2020: 30% of travel by public transit, 3% by bike (I'd like to see both much higher).

Don't know if the Mayor signed anything, but my city was awarded BFC award last year.

The LAB's Bicycle Friendly Community Award award can enourage cities to spend money on things that don't make us safer. Even poorly designed bike lane will help cities get the award. Here's a critique (http://www.labreform.org/BFC.html) from the LAB Reform (http://www.labreform.org/) group.

The http://ohiobike.org/ has a more reasonable alternative. It's Cyclist Friendly Community Award (http://ohiobike.org/cyclist-friendly.html) (note it's Cyclist Friendly as opposed to the LAB's Bicycle Friendly) praises well-designed bike facilities while making it clear that painting stipes on the road is not always good for cyclists.

Built For Cars?
Pretty much. Under the LAB's program, roads are for cars, with separate "facilities" for bicycles.

My city is a silver level.

I find Tempe can often be an annoying or odd place to ride. There are bike lanes in all the quiet residential streets where they are not needed, but not on most of the main arterials where they (or better WOLs) would help. Many of the existing bike lanes lead to unsafe riding conditions, door zones, forcing one the wrong way into a one way street, portion that go onto the sidewalk unexpectedly. To get anywhere practical (i.e. over 3 mi) one must use the high speed arterials and these are not bike friendly often with narrow outside lanes.

By far the worst is when one approaches the university area (ASU) - Bike lanes are everywhere and I find that half the riders are going the wrong way in the BL and half are on the sidewalk anyway going both directions. Just yesterday I rode down College Ave. (25mph speed limit) for 3mi - I took the lane the entire way, didn't block any traffic as it was so light and had other cylists either side of me, criss-crossing everywhere in a free for all. Yeah, Tempe has lots of cyclist, especially the closer ones gets to campus, but I don't believe these bike facilities help at all, but that is what the award seems to be about.

Also note that Tempe one of many cities in a large spread out metro area, I spend more time riding in Chandler, Mesa, Phoenix, Gilbert and outside city limits.

How do you keep track of all the road construction in Gilbert and Chandler? I would think on many roads in Gilbert in particular, construction gets underway while you are out on a ride :) I quit taking my bike along on visits to Gilbert some time ago because I could never keep track of where to ride.

It keeps things interesting to say the least ;) Also teaches you to take the lane and ignore those behind you who want to go faster. I had a 1mi stretch on Power Rd. where there were physical barriers on either side of a very narrow lane and all other possible ways including sidewalk were blocked due to construction.
