Commuting - Will any braze-on rack work for a pannier?

I'm getting a new hybrid to use as my commuter and would like to get a set of panniers. I currently have a braze-on rack and trunk bag for my other bike. I was going to just shift the rack over to the new one and get some Nashbar or eBay panniers for it, but I cna't tell if pannier bags require a spcially designed rack. I have a cheapo Ascent rack that looks like this:

I think you should be fine, most panniers have a universal mounting system. Especially something from Nashbar.
