Just got a load of parts I've ordered, and among them an XT rear derailer.
My question is simply, is it normal for the pulleys to be slow-rolling?
I expected them to spin for a good while, but they stop immediately if I spin them.

low mass, low inertia, they are plastic. They also have a rubber seal that creates a little drag but also keeps the crud out.

Ok, so it's normal? Good! :)

Bearings if you want them, my Huret replacement spins great.

No, they don't have bearings anymore I guess, one more thing to maintain\wear.

XT has ball bearings in one and a ceramic bushing in the other. Since I have had more than one, I took the ball bearing pulley from the old one and made a full ball unit. When propperly greased they are vastly superior in the rain and muck.
