how long ago (roughly what years) did rear spacing become 130mm? are 8 speed road bikes typically 126mm or 130mm or ?

There was no "one" year that 130mm spacing became common. Shimano introduced its 8 speed group with the Hyperglide sprockets in 1989. So, by around 1991 or so, many or most "high end" road bikes used the 130mm spacing, to more easily fit the 8 speed rear sprocket wheels. Grant Peterson, then at Bridgestone USA, had the smart idea of using 128mm spacing. Bridgestone used the 128mm spacing on all of its 1994 road bikes, allowing owners to use both "older" 126mm spaced wheels, and, with a wiggle or two during wheel mounting, to also use the newer 130mm wheels.
Too bad the entire industry did not adopt Grant's idea and made 128mm spacing the "standard"...but, by the middle 90's, the 130mm spacing seems to have won out.

i'm inheriting a late 80's lugged basso that's an 8 speed. i'm hoping it's 130mm cause i'd like to put new gear on it.

You probably can fit a 130 mm hub onto the steel frame, even if it's spaced for 126. I've done it with a mid-80's steel bike. Just spread the stays a little and it should slide right in.
