anybody have thoughts on the bike racks that also tow? I have found a Hollywood brand that clips on you tow hitch. I have seen other ones that accuacualy are hitches with the ball attachment on it. I tow a pop up camper and have no room for bikes at this point

Easy, mate. A hitch THAT far out from the axle is NOT a good thing.
By the time the extra length is added to clear the bikes you're going to
change your hitch tongue weight, your hitch leverage on the car frame,
and who know what else, NONE of which is a good or safe thing to do.

Consider a roof mount fastened to your pop up's top as a safer way to carry
the bikes.

Just a suggestion, try having a roof rack installed on the camper. I've seen this done a few times with great results. Check with your RV dealer and bike rack dealer.

We have a Reese 4 bike rack that also has a ball for towing. We have a 6 person popup and it works OK for us. Just make sure you do not exceed it's load limit.

What brand of popup? I know rockwood has an option that allows you to carry the bikes with the rear wheel resting on the front lip of the roof and the front wheel resting on the tongue of the trailer.
