Depending on what you mean by short, and how much you want to spend, Cane Creek makes a short travel Thudbuster. A couple of stokers I know swear by it. http://www.thudbuster.com/products.html There are usually a few on ebay for much less (though usually not the short travel version), and never with the post diameter you want.

Look for suspension seatposts in http://www.gtgtandems.com, or the mountain bike area of the big sites like performancebike.com.

But as far as I know, suspension seatposts require some bit of exposed post. Depending on model, there needs to be between 10 and 15 cm (4-6 in) of post showing. In other words, if your stoker needs a seat positioned low with little or no seatpost showing, a suspended seatpost is out of the question.

Good point, Michel. I over looked the 'short' seat post. Maybe 4-h.r. will grow a little this year and have room for the suspension seatpost. Til then, buy a softer seat!

We have a SoftRide on our shinny new tandem and my wife loves it.

A fully sprung saddle will cure the need for suspension too!
