Where the heck does this brake cable go?

Where the heck does this brake cable go?

Does the cable in the photos go underneath the tiny plate that's pictured here? How? What am I doing wrong? I can't angle the cable in for some reason.

The socket head screw/plate should freely rotate and they should be in line with the cable, the plate has a groove in it which clamps the cable.
Sometimes it is easiest to remove the screw and plate, place the cable in place and then replace the plate and tighten the screw. Use an
allen head wrench to re-orient the screw/plate angle.

You can remove the screw and top plate completely but it shouldn't be necessary. Back the screw out several turns and pull the top plate away from the back plate. You will see a groove between them. Thread the cable between the plates and locate it in the groove. Pull out the cable slack and tighten the screw firmly.
