Bottom Bracket Binding?

I installed a bottom bracket and crankset on my build, and I'm having an issue with play vs. binding.
When I adjust the cup so the cranks spin freely with no binding, there is play in the crank arms and I
can wiggle them back and forth. When I tighten up the cup to get rid of the play the cranks bind.

Does this sound like the bottom bracket is too long? What should I look for here?

I'm going to have to disassemble this, but thought I 'd ask for some guidance first.

Need to much more before anyone can give you an answer.

Specific detail about the type of BB, down to brand and model and the frame interface, ie. threaded, BB30 or whatever.

There's a chance that it's normal seal drag, or it could be something complicated like an alignment issue.

So, please details, details & more details.

It is an SR Royal BB that was originally in a Raleigh Competition. It was made in 1977. I have the bottom bracket and original cranks that went with it. I'm installing it in a 1972 Raleigh Super Course. Standard 24TPI English threading. The BB Shell width on the Super Course is 67.3 mm and the axle length of the SR Royal is 112 mm. The Chain line seems fine as far as I can tell.

If you are using caged bearings make sure they are oriented correctly. If using loose balls make sure you have the right size and count (1/4" and 11 balls each side. Also make sure the cups and cones are not pitted or unevenly worn. Normally a poorly faced BB shell could be a cause, but unlikely on an old frame, as it would have shown up before this point.
