Wheel size and Tire size question
I found these wheels on Nashbar: Rigida AS25/Shimano RM40 Road Wheelset
I was curious to know how I can find out if 700x28 tires would fit on those rims.
Any help is appreciated (i'm also trying to search previous posts to find answer)

The tires will fit your rims just fine. The question is how well they'll fit between your brakes. Usually 28mm tires will just barely fit between the brake pads.

I ask because i was goign to put these on a touring bike....I have not purchased the brakes yet. Are there suggestions for a specific set of brakes for wider tires?

I was more concerned about frame and fork clearances on a steel race designed frame; but again there is enough clearance with room to spare.
You should be fine with a frame designed for touring. . .

Long reach brakes are used when the distance between the rim and brake mounting hole make them necessary. They don't necessarily have anything to do with how wide the brake pads open.
