when i got my frame, it didn't come with the little pad under the BB for the shifter cables. is that suppose to come with the frame or is that something that can be bought elsewhere?

They don't know you're going to run your cable under the BB. Check with your LBS.

if you don't run u cables underneath the BB then where do you run it? i see that almost every bikes all have those little pad under the BB where two cables (1 for rear brake & deraileur).

EDIT: looks like i will only need to run one cable underneath the BB.

Here is my frame: Fetish Cycles S.A.C.

You answer your own qestion "almost every". So not all do. I have bikes with the cable in a houseing and they don't go under the BB.... you have not told us what you are building on or what eq. you are using...so kind of hard say...what you "have to do".

Please more info...

dusk.. i'm building with ultegra 9 speed group. so it look like i need the plastic cable routing thingy that goes underneath the BB. i don't have the frame with me (i'm suppose to be working ) so from the pic it looks like the rear brake cables goes from the top tube.. whereas the front/rear deraileur... it looks like it's going under the BB.

Actually they are for both derailelers, front and rear..the rear brake goes over the top tube...leading to issues when you have the bike in the Park Tool Bike Stand... ;-)

To answer your initial question, the plastic guides that attach to the bottom bracket to guide cables are available from your local bike shop.

They usually come with your shifters. I have a spare in my parts bin. Post here if you want it. You can also buy them from thethirdhand.com, bikepartsetc.com or your LBS.
