Issue with brakes.

When I apply the brakes (mechanical disk brakes) on my brand new bike (2 weeks) it feels like the amount of braking power is related to the position of the wheel. I mean, as the wheel rolls, I feel it lunge forward and back. It pulses. The brake disk looks straight, and the wheel is straight. Any advice?

The disc needs to be bedded in properly. The surface must be sanded uniformly (fine emery cloth is good for this), cleaned with a high percent alcohol or brake cleaner, and then re-bedded.

Do 10-20 slows (not stops) from a moderate speed to walking, in a row, per brake. This will heat the system enough to deposit pad material evenly on the rotor, restoring consistent braking.

As long as you do not change the type of pad, you usually don't have to re-bed the system until you change the rotor.

My Local, New bike buyers have 6 months of after sale service, as often as customer feels necessary.

I am stationed in south korea. I ordered the bike online. 2015 E-joe Epik SE. Local shops do not have a good selection of ebikes. The local bike shop has ripped me off and done a poor job several times with my other bike so I have been trying to learn to do everything myself.
I will look into the solutions stated

Then Park Tools repair help is your friend. There are some special issues with a bike like yours. The extendable stem makes for a looser connection than most bicycles have. You can have some flex in a lot more and different places as well. First check to make sure that the handlebars and mast down to the headset aren't flexing. Then hold the brakes on and rock the bike forward and back to see if the headset is loose. The fork may also have some play in it as can the bearings on the hub. You are going to have to isolate all that to figure out what is loose.
