you're going to hear every permutation of this argument
the important part with tapers is getting them properly aligned and seated, or they will come loose and the crank will fatigue in the taper corner
if you've tapped it on correctly, you're not going to be turning much to hit your required torque.

Love me some HTII! For those who lack a perfectly calibrated arm, a torque wrench is much better than a guess. For those with such an arm, checking it periodically against a wrench might be a good practice. The wrench may be less subject to age related changes.
