What is it??

Here's one I'm not sure about.
This was attached to the rear axle via the QR on the outside of the dropout.
The hole with the indexing bumps would indicate that it should be over the axle, not the QR.
The washer is tabbed for alignment on the dropout, and both are indexed so that the toggle can be
oriented in a specific point of rotation.
Maybe a hitch part for a trailer??

yep... hitch point.... and it was installed on a QR, which it was not designed for, BTW... that is supposed to be fitted to a solid rear axle, IMO.

InStep Trailer Hitch

I have a fitting that looks just like that as part of an InStep child trailer.

That had also been my thinking. It would need to be outside of the dropout, and, of course, QR axles
are not that long.........

I have used it on a QR for over 10 years with no adverse effect. This fitting stays on full time. I only use the trailer say 100-200 miles per year so low duty on the rest of the hitch.
