Schwinn SS PAINT Issues
I want to restore an 87 Schwinn SS with a "Miami vice" Magenta/white paint job. Some of the paint has been scratched/rubbed off on the underside of the BB. Any advice on how to touch up to prevent rust would really be appreciated. I've received such great help on the Forums already! I have a picture of the underside of BB but having trouble posting it on this thread.

Go to your local drugstore or beauty supply store and find a matching shade of nail enamel.

I paint over the snicks and scratches with clear.
There's "perfect match" and there's "not exactly". "Perfect match" is hard to achieve. "Not exactly" tends to draw your eye to the mark and generally looks like crap. Clear lets the history and patina of the bike show through.

Testor's Lemans Pink is a pretty good match.
Get some of that and a bottle of white, you can hand mix the proper shade in very small batches on a Ziploc bag.

The best paint (and the most rust preventative) job was the factory one. So anything other is making do. Given this the best way to address rust is to remove it completely. Anything else is only hiding your head in the sand.
The best way to remove rust is with a sand blaster but this way is a mess for the rest of the frame/bike. So hand sanding the rusted areas is what most do at home. Of course the better the access the easier and more complete a job of sanding the rust off can be done. Once off the bare steel needs a phosphate treatment then a primer paint applied. Next up is the color paint and clear is last. Depending on the desire light sanding between coats is done to feather the touch up paint into the OEM paint.
Given the amount of effort to do the best job most will simply dab on nail polish or model paing as mentioned by others already. Andy.

Yeah, if it's just the bottom of the BB it shouldn't matter too much. For other touch ups, you do want to get rid of the rust. Inhibitor is good cause then you have a paintable surface. Or if it's rubbed off paint prime and the paint. For the paint I like to find a matching (as close as possible) enamel. Apply the touch up, wait for the first cure (about 4 hours) then gently sand the touch up color into the surrounding color.

I'm going to try RUST-OLEUM gloss white enamel and mix in a little Testors red. After I prep the area. (I couldn't find Testors Lemans Pink or Magenta!)
