rear wheel making gurgling sound after service

I'm trying to service an old 27" aluminum Weinmann rear wheel with a Schwinn Approved hub, I disassembled, cleaned out old grease, from hub and bearings, put new grease in and reassembled with old bearings (I don't have new ones at the moment). The races looked fine. When I spin the wheel I can hear the grease gurgling / popping or is it the bearings hitting eachother (or both) ... there are 8 loose bearings on each side. I used marine grease and a grease gun. Wondering if this will stop over time?

It might be because the cones are too loose, I tightened them to take out play, too tight, but the noise seems to be gone.

Typically, rear hubs use 9 ea. side 1/4" balls.
