shimano shifter not returning back after shift

Hi all. I have a shimano 105 9 speed shifter set. Circa 1999. The right shifter is not springing back into it's proper resting place after shifting (up?) into an easier gear. I am having to physically put it back into place by hand. It will go back to a certain point, but not all the way back. It's almost like it's hitting a certain spot that it cannot get past. When I use the smaller, inside lever, to down shift it is fine.
Does anyone know if this is internal to the shifter (maybe a spring?) or if this is cause by a bad cable? Thanks.

new die drawn cable and housing would be my 1st blind guess.., 2nd, old gummed up grease..

Broken return spring means you throw it away and get a new one.
