Shimano Bike Cassette removal, got the ring out, but the cassette won't budge?

I'm having trouble removing the cassette and there is a lot of rust. I believe I took off the ring and bolts but the casette won't come out. I've attached a picture and I am not sure what the problem is.

You need a Free Wheel removal tool + a wrench that opens to 1"
