Rear derailleur - won't backpedal

Rear derailleur - won't backpedal
My Shimano Tourney derailler indexes and shifts gears correctly but when I back pedal, only one turn of the pedals, the chain pops off the top jockey wheel.
When my derailleur is below the largest chainwheel it hangs vertically below it. When it is below the smallest chainwheel it hangs at an angle (bottom jockey wheel closer to wheel than the top one) and the two jockey wheels don't appear to be truely inline with the chain.
How do I adjust the angle of the derailleur in this position?

Sounds to me like your derailleur's a little "tweaked". This usually means you need a new one, but you could try bending it back towards vertical first and see if that works. Has the bike been dropped on its drive side?
