Repairing Elastic Attachment on Panniers

I had a 20 year old pair of small rounded panniers that I loved dearly, Kangaroo bags with wide 3M silver reflective band. They are rounded, and small, just the thing "Bicycling Science" 1st edition recommends for the best aerodynamics -rounded low FRONT panniers- better then the bike without panniers. But the elastic got weak and on bumps they occasionally dumped into the street. So I had switched to 1 large Kangaroo pannier with velcro belts on the bottom - that were for trails and never popped off. But the belts took about 3 or 4 seconds to fasten on, and nearly as long to get off. Well I found an old pair of suspenders and these were better then the original 1/2" wide elastic that came on the small packs. I used the hardware of the suspenders, tighting clip and buckle on each side of the panniers - making a new tension strap to hold down the bottom hook. They are better then when brand new and very easily adjustable - suspender adjusters. I had thought that most new panniers were like my girlfriends large REI packs with a long side clip on the bottom and the usual long hooks on top - hers took two seconds to put on and one second to take off. But she got tired of the big packs for a commute and bought a second pair of small Jannd packs - what - they use a 1 foot shock cord and hook - and take several seconds to get on as the hook is bit to high for easy clip on but still come off in one second. So the old designs are still with us.

Get rid of the antiquated and dangerous pannier attachment system.
Go to mec and get their serratus clips and retrofit your panniers. Very quick release and it NEVER comes out period.

I looked at mec/serratus for clips and found only the oversize clips for 9 to 12 mm thick tubing: https://www.mountainequipment.coop/Pr...=1122315343160 My tubing is about 7.5 mm. I did note that on the new Jannd packs the top clips are very long - my girlfriend's new Jannd with the shock cord and hook has very long top clips; your idea of a better top clip from my old ones certainly is worth pursuing. I will find a better clip somewhere for my old panniers - my - my - I have 5 panniers with those old style top clips - but I'm looking for better ones. Preferrably ones that don't chew into your back when I fasten the loops together with a wide short strap and throw them over my shoulder. Of course I can put the panniers over the shoulder with the attachment system out. But this side has gotten chewed up and is ugly.
