disc rotor rubbing

Hey all. The rotor is rubbing on the blue part in the pic I have. I don't know much about disc brakes so can someone tell me how to leave clearance between the rotor and that blue piece. thanks for help.

Where's your instruction manual? What's the brand and model of the caliper?

It came on the bike when I bought it. I am thinking of getting v-brakes instead. i don't really think I need disc's and I believe they are heavier anyway (right?). The brakes are listed on kona's website as Shimano Mechanicals BR-M475.

Shimano's website will have instructions on how to adjust those. It's fairly easy to follow.
