are all road stems flippable in theory

Can all threadless be rotated to change the rise, or only if specified? Is there any reason why they couldn't be?

In theory,yes,but the ones with -17* degree rise will look real goofy,especially if they have a single bolt clamp that will end up in the wrong orientation.Common sense rules!
