New stem wont fully go into steerer

I recently changed the quill stem on an 1984 Ciocc. The original stem was a Cinelli (with the plug expander). I removed it with no problem. I purchased a new Profile H20 stem. The new stem has markings for height. When I put the stem in the steerer, it will only go down to between the 1 and 2 mark. The stem has marks up to 4. Is there reason why the new stem wont fully seat?

You trying to seat it deeper than the original would go? Checked for somethng in the steerer?Bottomed out in the steerer?

The H2O has a rather long quill so you're probably trying to seat it deeper than the original.

Is there a rust ring or buildup in the steerer tube that's acting as a depth stop? Also, the old stem may have warped the steerer tube where the expander plug was located, particularly if you really tightened it down. That distortion may prevent seating the new stem.

you may be butting up against ribbing inside the steerer tube.

Thanks for the responses. I took another look at it tonight. Holding up the stem to the head tube, it looks like I should have plenty of room. I still need to measure the old stem versus the new stem. I looked down the steerer tube, and it looks smooth down to the point where I think the new wedge bottoms out. Below that, it could be rust, or ribbing. When I get more time, I will take a closer look.
