For the threaded valve-stems, there is usually a nut which holds the valve-stem perpendicular to the rim. On one of my bikes, I have tubes which don't have threaded stems - for these, I tried putting heat-shrink tubing around the base of the valve-stem, but it was quite fragile, and so I eventually used electrical tape.
