i acquired a frame that has cracked in the seat collar bolt area. the picture makes it look bad, but the crack is about 1/16 inch deep and 1/4 inch wide.

it is a steel frame, so i was hoping to get it welded. i was wondering where i could get this fixed in chicago?

One possibility is to cut off the current ears and grind them flush with the seat tube and then use a collar-type seat post clamp. I assume your seat tube is the old "standard" 1-1/8" diameter and collar seat post clamps are readily available in that size.

Doing that would save both the welding cost and the need to repaint a major part of the frame.

Up in Kenilworth on the North Shore, there's a shop called RRB Cycles, on Green Bay Road. The owner there has built frames for riders and racers for many years, and is very reasonable on frame work and repairs. One shop that might know about other possible craftsmen is Cycle Smithy in Chicago, on Clark a bit north of Fullerton. If you wanted to travel, Doug Fattic in Niles, Michigan is one of the best frame builders around.

The first person had the best idea. Also, I would be worried about a cracked weld and the overall quality of the other Tig welds. You might want to get another frame or at least bead blast the other welds and check them out with a magnifying glass before you repaint your frame after the grinding down of the seat lug. Just my 2 bits worth.

I have fixed those before, either by rewelding the binder, or preferably by cutting it off and welding or brazing a new one on. It's a good idea, as was pointed out, to check your other welds once in a while anyway, but just because that piece broke I wouldn't expect anything else to be broken necessarily.

There's a framebuilder's email list you can join, accessible here - https://www.phred.org/mailman/listinfo/framebuilders - that should have members in your area, or check with a good LBS that supplies upper end stuff - they will likely have contact info for a local shop that can handle that for you.
