Well, I'm a quill stem user still, and I have plenty of sources for them that I can pass along.
As far as the measurement, it is the outside diamter of the steerer tube. The OD as we call it. If it's 1", then it's a one inch steere and has an ID of 22.2mm, and if it measures 1-1/8" then it's an inch and an eighth steerer and has an ID of 25.4mm. Calipers can be handy, but not absolutely necessary.
