New stem or what?

My friend got in a car accident, and wrecked our tandem.(he's okay now) but he really screwed up the handebars and so we got new ones on sale (its really hard to find handlebars that are wide enough for him)
but anyways, we got some handlebars, some specialized ones with the 31.8mm "fattie" clamp.
we have a ('75?) melpinto tandem, with a campagnolo record stem/tube that goes into headset/fork kinda deal. its all integral
but the handlebars do not fit for that clamp, the handlebars have a plistic spacer thing glued on the middle where it would be clamped on, if i were to take off the spacer-type thing, would it fit?

the tandem is at my buddie's house, and we go to different schools, so it'll take me a day or so
