is it a sealed bottom bracket? if so, it may be time to toss it and get a new one. if it has bearings, just take the bb out and repack it with lube. its rainy here in santa cruz as well, just make sure you wipe all that water off your bike after you ride. it prevents rust and makes sure that water wont seep in to parts of your bike.
your chainrings and cogs should not need regularly replacing, however if you can stick a penny in between two chainring teeth, its time to replace em.
no cranks and shifters never have to be replaced. you upgrade them as you feel you need them
