Bar end shifters can possibly be removed with out removing the cables by removing the screws that hold the levers to the body and pulling the levers off sideways. The bodies are removed from the bar end by loosening an expansion bolt inside the body.
However, the cables are threaded through the levers just like they are with downtube levers and held in place by the little knob at the cable end. They cannot be removed from the shift lever unless they are unfastened from the derailleur and pulled back through the housing. Also, the housing buts up against the shifter body so I don't see how you can get enough slack to actually remove the lever
