MTB index-8sp to 7sp cassette.
Will a Shimano 8 speed XT Brake/shift lever index correctly with a Shimano seven speed cassette?
Will the same lever if I use the second cable throw position give me enough leverage for cantilever brakes?

Shimano cog spacing between 7 and 8 is pretty close, about .15mm. Most people can't tell the difference when an 8s shifter is used with a 7s cassette or vice-versa. The upper floating pulley will compensate.
Center pull cantilever brakes with V brake levers? Maybe, if you setup the pads fully extended with the arms spread as wide as possible, and the straddle hanger/crossover cable as low as practical.

The truth is that it depends on how picky you are. If you set it up so that one of the middle shift positions perfectly matches the 3rd cog, it might work just well enough to meet your standards. Personally I'm either too picky or not a good enough tuner because I've never been able to get mismatched parts to work to my satisfaction. Even so at worst you'll find that you have to make an extra shift now and then.
