It'll work OK. Given the choice I'd prefer a tube that was slightly undersize over one that's a little too big.

You'll get by with that tube in a pinch, but you'll likely get longer life out of a tube of the proper size.

I used 700x18-25c inner tubes all the time with 28c tires and they were fine. Theoreticaly if you get a puncture the small tubes may deflate faster than a larger one due to it being stretched but I didn't have any paticular problems that I can remmember. Using tubes that are slightly to big will make them very hard to fit and greatly increase the incedence of pinch flats on fitting.

I have had 700x23 tubes for the 27x1.25's on my commuter and I haven't had a problem.

I still have my '86 Cannondale SM700 mtn bike. It has a 26" front wheel & a 24" rear wheel. I always carry a 24" tube so that it will fit both wheels. Always opt for a smaller tube, rather than a larger one. I also carry a 20" tube for my Tour Easy (20" front. 700c rear) and it will "fit" both wheels amazingly enough. Just make sure you have the correct valve type.

NOTE; I find most standard innertubes at ACE hardware, $2.19, LBS, about $5.00! You decide!

I would try a 20x1 1/8 BMX size and stretch that. Should be narrow enough by the time it reaches 24".
Or see if Terry Cycles can set you up w/the correct size. Buy several if you find some, you can always use them in a 700c tire.
NOTE; NO shop will ever recommend this "stretching" technique, but it has always worked for me!
