Help: Adjusting Mavic Ksyrium SL axle end play

I just purchaseda new set of the '06 Ksyrium SL's (eBay, so no dealer support). Installed the front wheel and noticed some lateral (side to side) play in the axle (it made a clicking sound and had a notch feeling when placing a side load on the rim with your hand). I thought I must be crazy, how would a new wheel be out of adjustment to the range of .020"~.030". I quickly grabbed an older wheel and checked it for reference, no noticable side to side play.

I used the supplied Mavic preload tool and adjusted the play to a minimum, but now it feels as thouhg the wheel is encountering some added friction and does not rotate as freely as it did originaly.

I need your help, can anyboby provide some direction and assistance?
