Chain noise--bouncing up and down on chainring, metal scratching sounds!

I have the Sugino RD's and the KMC Z510 3/32" track chain. Both are relatively new. I've ridden it for about a month now, just a little each day (~2 miles) though.

When I go over bumpy terrain, the chain rattles against the chainring in the front and it sounds like loose metal rattling against rattle. My chain is properly tensioned--if it were any tighter, it would be binding. Is it just this chain that's crappy? I've relubed the chain and everything, but have not "degreased" it and relubed it, but it did not appear to have much factory grease on it when I got it new.
