Older Phil Wood hubs question...

On an old wheelset I recently procured, there is a few mm of lateral shift in the Phil hubs, even with the QR skewers fully torqued. In other words, they're loose.
Being as it's a sealed bearing system, how can I remedy this?

I am not an expert on Phil hubs but I don't believe there is any way to adjust side to side movement on these sealed hubs. I believe that the bearings and axle are pressed in using a special hub tool. Could be wrong and maybe some Phil expert out there can check on this.
