Programming a Velo 2

I got a Cateye Velo 2 from a buddy of mine and I'm a little confused on how to program the wheel circumference. It starts with a number, 205, is that the circumference in centimeters?

209 or 210 are the usual settings for 700x23 tires. Use 209 if you want to be slightly conservative.
