Threaded Headset size

So I bought an Early 80s Nishiki low-end touring/ sport type bike and did'nt check the headset. A newer headset that I have is too large to fit inside the headtube. The correct replacement would be a JIS (Japanese Industrial Standard ) headset- Is that right?

Very likely yes. JIS headsets are available from Bike Tools Etc. among others.
