Campy bottom bracket question

Pretty simple. It's coming off of a vintage touring bike. Everything (post washing) is in lovely condition. I'm just kinda confused about how many bearings I SHOULD have.

Note: I made damn sure I didn't lose any down the sink. I'm not that stupid.

Current bearing count is 21.

any thoughts?

I used to remember all the bearings in campys bb and hubs. The general rule of thumb is to fill it all up, then remove one.

It sounds like you lost one so look inside the bb shell or cups. All of the loose ball cup-and-cone bb's I've ever seen used nine 1/4" balls per side with retainers and eleven 1/4" balls per side with no retainers.
