Does it matter what side a BB spacer is on??
Ok so I have a TraVatiV Gigapipe Dh BB, I recently swapped frames and the the BB was to long so my LBS added a spacer on the right side. Now that the spacer is there I can't run 2-1, 2-2, 2-3 or 1-9, 1-8, 1-7, so can I put the spacer on the left side so it does not affect my gears??

I don't think you can put spacers on the other side. Unless that BB is different(I'm not familiar with it), there is only a flange in the drive side so a spacer has no where to go on the non drive side.

BB spacers only work on the drive side. It would be a pointless exercise putting it on the non-drive side.
I'm not sure which way your numbers are running in your example but the spacer is favoring better chainline in the higher gears (smallest sprockets ie 11,13t) while if you remove it you will favor the chainline for the biggest sprockets (25,27,32t).

Numbers don't mean much. Which chainrings (front) and cogs (rear) are you not able to use. Describe by the size of the ring or cog.
The bottom bracket spacers go on the driveside (right) only. They come in at least three different sizes, 1, 1.5, and 2.0 mm.
