Raleigh 3 speed front wheel

Raleigh 3 speed front wheel
Hey Kids,
I let my friend borrow my 1970 Raliegh Sports 3 speed. Of course, he flatted out the front tire almost immediately. So now as I loosen the nuts on the front wheel, the wheel is refusing to budge out of the dropouts. Is there something I am missing here? The nuts are loose, but the wheel will not move. What is going on here?

If you're not working in a workstand (in which case, just spread the fork blades while it's up there), be sure to have something a foot tall or so (a chair, perhaps) to rest the dropouts on. You may not realize it until the wheel is off, but that front fender sits considerably lower then the dropouts...

when you reinstall the wheel, make sure the cone with the wrench flats is on the nondrive side. you may have to readjust the hub before locking down the axle nuts as well, because there are no locknuts to keep it in adjustment.
