what is this thing called?

Howdy. It's my "first time" with another type of brakes. Side-pull. I've got some shimano 600 sidepulls, and I'm missing one of these black clips that holds the spring on the peg. I think it might've popped off and gone flying somewhere in the garage.

1. are these vital - i noticed once i re-installed the brake that's missing one of these, that entire housing is prone to swerve in the direction of the missing clip when pushed/pulled

2. what are these called? am i able to buy one somewhere?

gracias.

Those little blocks serve to lubricate the contact point betwixt the spring and the post. They're also reversible so you can adjust the spring tension. I've never seen these offered as replacement parts.

I wouldn't say they're "vital" and the lack of one will have no effect on braking, but it is liable to cause the caliper to not retract fully on that side when the brake lever is released.

Older brakes didn't have these, relying on wet lubrication there. You might be able to get around the lack by re-bending the spring on that side to compensate.
