Brake squeak

I was replacing a friends tire & tube and wanted me to look at the brakes. They don't just squeak, they scream like a 1 yr old wanting a bottle. I have toed them in, roughed up the pads and even cleaned the rims and they still scream. So asked how old the pads are....they are original, from '92. So is this noise just from the age of the pads?
