Cantilever Brakes - Best Adjustment Method

Recently got a bicycle with cantilever brakes. Actually, it's a Surly Crosscheck with Tektro Cantilevers. Just wondering if there is a sequence of steps to get the best adjustment.

Traverse Cable - Do you set the length long or short?

Do you set the cable hanger and adjust the traverse cable or do you set the traverse cable and adjust the cable hanger height?

I am just asking for a brief description of others adjust their cantilever brakes. It seems I take to long pushing here and pulling there.
