Resolution!
After trying PB Blaster and the bench vice approach (I was going to destroy my bench before the cup came loose) I took it to Harris Cyclery on the advice of SB himself. Norm got it out. Wouldn't say exactly how he did it other than "persistence." He ran a tap through the threads and said the drive side might be a little funky, but it is a usable frame.
Time to deal with the rust/paint and start building 'er back up!

I will not let this happen again. I've been taking excellent care of my bike(s) for the past 2 years. Can't vouch for any future used frames I may come across though...

i am currently wrestling with the fixed cup on an italian bottom bracket..
cheldon brown's tool has not budged it so far...
i suspect there might have been a problem with loosening in this bb's history that perhaps was solved with something like red locktite..
i might try some gentle heat to break the bond or maybe just resign myself to reusing this very fixed cup

I'm sure you already know this, but a reminder never hurts: Italian BB fixed cups are RIGHT-hand thread.
The BB that came with my old Atala rather sportingly had a hex head cast into it, and it came off with a big metric socket.
